Referring to your letters of the 21st of April, and Confidential of 13th of June, I have the honour to report for the information of His Excellency the Governor that

I am in a position to state that there is Gambling on a large scale being carried on in the Colony.

Macao is inferred.

The Toy Lotteries proved very different to deal with, but I can confidently state that there is no lottery running at the present time.

I beg to convey this information to you.
